This is rampant speculation and it doesn't make much sense - they JUST closed down Buffalo and readjusted all this processing. Further, the rationale for using Ottawa was to do more work inside Canada, so shifting it to LA doesn't make sense. Finally, they moved processing of some application classes exclusively to LA (TRP, ARC for example). Shuffling now really doesn't make any sense.

Again, what the new OBs say:

http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob425.asp (PR changes)
http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob427.asp (TR changes)
http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob435.asp (further changes in the NA network)

And CPP-Os role during this transition:

http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob425.asp

I've read these multiple times, so I admit I was a bit surprised to see that CPP-O's role may just be temporary in nature:

So it only says that application currently in process in Buffalo will be transferred. However, I know that my case was not in process in Buffalo but I also know it was processed in Ottawa.

It would be surprising for them to close another office now - this is usually the sort of thing that happens around fiscal year timeframes (e.g., budget cuts) and that's in the spring (april 1).

The way I understood it from speaking with CIC, our applications aren't physically sent to LA. The "LA office" that is processing our applications is "down the hall" from where Step 1 was processed. Maybe once Step 2 is approved, the LA VO issues the PPR??

That's what I was told by a CIC visa officer in Seattle - that she spoke with the visa officer in Ottawa who finalized our file and then it was forwarded to LA for final issuance. 10 days later, Justice Canada contacted Los Angeles to inquire about the status of my application and was told it was just awaiting final processing; the next day we got the e-mail, with instructions to send the actual passport to LA.

Can any of us contact these offices directly? I understand that Ottawa only corresponds via email, but can that really be true? If so, that's pretty ridiculous, seeing as how if we even get a response, it will be some B.S form letter "your file is in process blah blah blah 30-90 days blah blah"

What time did you call? It could be possible they meant for the night. I checked CIC and the LA website via CIC, nothing. So I'm thinking whoever you were talking to was either talking about Buffalo, meant for the night or just confused.
My hubby called first time in the morning.. After 1 hr hold the lady said our papers came back to Ottawa because los angeles were closing...thats why i was in panic but i think she was confused.. We will call tomorrow to see whats going on..

No , what I meant by "bounce back" was it didn't go thru, the address was invalid.

You need to use the form. Not the e-mail. Here's the actual link you use to do a CE inquiry.

Yes, unfortunately I think there will be some confusion about this, because that link was listed as an email address in the CIC letter I received.

You aren't the only one. CIC likes to confuse people :-\

No, we can't. The Seattle VO called me about an outstanding application with them. The LA VO responded to a telephone call from an attorney at Justice Canada. Neither of these are contacts I initiated and as I've commented previously, both are very unusual.

Thanks!!! Just did that!! :)

We've been busy moving and I'm really confused coming back here to read these posts. We have been requested to send yet another FBI and LA requested it. We sent it off to the FBI and are now just waiting for them to send us hubby's clearance. We were told initially with our sponsorship approval form to send any documents to LA, then were told that our file was in Ottawa. LA received the 1st FBI we sent, didn't stamp it, then forwarded it to Ottawa. Ottawa didn't end up stamping it either, so they considered that it wasn't valid even though it was valid when they received it. We have proof by email they received it before it expired.

We were requested from LA to send in the new one we are waiting for. I'm just confused now as to where to send it..yet again. Do we send it to LA since they requested it or will it actually be Ottawa. If any of you were in our situation, where would you send it?? I don't want to have to go through this AGAIN because they are giving us wrong information. They had our valid FBI in their hands (we have proof)....I don't know what to do.

We just sent my husbands to CPP-O about 3 weeks ago. They haven't requested it as of yet but we're being proactive and sending it. We put all our information on it (Unique ID's, file #, etc). Hopefully, it will find it's way to our file, fingers crossed.

Does the letter or email state where to send it?

The email came from LA. They told us to send it there and our MP's minion checked..our file is in LA and will be delayed for up to 5 months because they are doing background checks and security checks. I thought all that stuff was done in Ottawa, but now I'm not so sure.

I will send it to LA since that is who requested it. I have sent off an email to the Minister's office showing that they received our FBI before it expired (I sent proof of the emails) and a copy of our sponsor approval form that states to send documents to LA, not Ottawa. Hopefully someone there will read it and see the amount of misinformation and screw ups that CIC is doing to us fine people....heh..that last statement made me giggle..but here's hoping.

My lawyer's office they are going to e-mail LA to see what is going on As we should have received at least an AOR by now will keep you posted here is to hoping we get an answer by next Monday I would like to be thankful about one more thing!

I will be awaiting your news as well CGagnon..I would have thought you'd have PPR by now. Your case is so straight forward, plus you having a lawyer..you'd think you would have flown through the process. Did they even ask you for any further documents thus far? Seems weird they can't even process the straight forward ones fast.
