This is rampant speculation and it doesn't make much sense - they JUST closed down Buffalo and readjusted all this processing. Further, the rationale for using Ottawa was to do more work inside Canada, so shifting it to LA doesn't make sense. Finally, they moved processing of some application classes exclusively to LA (TRP, ARC for example). Shuffling now really doesn't make any sense.

I've read these multiple times, so I admit I was a bit surprised to see that CPP-O's role may just be temporary in nature:
Applications currently in process in Buffalo will be transferred to the Case Processing Pilot Office – Ottawa (CPP-O) for processing. All original supporting documents accompanying applications in Buffalo will also be transferred. Those who have already sent documents to the Canadian Consulate General in Buffalo, New York do not need to re-send them.
So it only says that application currently in process in Buffalo will be transferred. However, I know that my case was
not in process in Buffalo but I also know it was processed in Ottawa.
It would be surprising for them to close another office now - this is usually the sort of thing that happens around fiscal year timeframes (e.g., budget cuts) and that's in the spring (april 1).
