For 2008, 2009, 2010, 2011, 2012 and 2013, Québec applicants have actually experienced the slowest processing (1-3 months slower than any other region).

Statistics can be seen here: http://residencequestionnaire.wordpress.com/atip-releases/ CIC processing network stats, page 7.
Is this for all applicants or routine cases? Weren't they issuing RQs to like 50 percent of applicants in Quebec at one point? I think a 1 or 2 month difference between local offices might be considered "natural variance," but two to three years almost certainly isn't.

All of this begs the question of just what is really behind these reports we keep getting of 6,7,8 month processing times in parts of Ontario.

Yes it does look to be faster but it varies for case to case based on several factors considered.

We started processing your application on October 29, 2013.

the interview was simple just verification of the below documents
Original Passport
PR Card

Landing papers
Just confirmed if I am working at the same place and my office number.
Was told to Waite for some time for the oath ceremony letter
Received the letter for the Oath ceremony for Wife Son and myself for 3rd March.

Landed as a PR in Canada in April 2010 under FSW Financial Manager
Total processing time was 6 months.
I was out of the country for 40 days in total (25+15) and in the country for 1138 days.
Management professional in one of the top five banks in Canada.

I was expecting a long Waite since the processing time says 25 months on the website.

But guess they are speeding up to clear the backlog.

Cheers.

As long as you don't have RQ then the process for most will be pretty fast.
But once you have RQ.....long wait.

It's very politically convenient for the Tories and the new Bill ("look how things are already speeding up and we haven't even passed the bill yet!")
I don't think that it is a coincidence. The conservatives are very good at managing the media and staying on message.

Here's their narrative:

1. So many immigrants are frauds!
2. We're cracking down. (RQ, revocation, etc.)
3. We're cutting CIC staffing levels while adding to the workload.
4. Record high backlogs. Record processing timelines.
5. Month before cit bill proposed, everything suddenly becomes 5x faster
6. We're already speeding things up (after slowing them down). Imagine how fast things will be after we pass this new Bill.

Create a crisis to solve a crisis. Demonstrate some competence/speed with the new applications. Narrative= tough on frauds, competent, problem solvers.

It behooves us to be wary of this message. In my opinion, the narrative should be "We'll delay or withhold your rights if it will help us win elections." "We'll subjugate government function to political gain."

There have been some ATIP releases http://residencequestionnaire.wordpress.com/atip-releases/ as of late showing a level of mismanagement around the implementation of the revamped RQ which strains credulity. It's hard to view it as anything other than deliberate. A deliberate slow down to get stories in the press about the "fraud crackdown" and create a huge backlog and unprecedented processing times. The designers of the revamped RQ said that they we're startled to see it used in 20-40% of cases as it was designed for the "worst of the worst". They had no capacity to deal with 500 pages of documents when 10 used to do the job. Deliberate.

And what's happening now? Things are fast. The CIC is suddenly 5x more efficient? Right before the cit bill is introduced? It's too perfect. And it belies the oft-repeated notion of how the Minister is "raising the value of citizenship".

It cheapens citizenship to use it as a political pawn. My right to vote in my daughter's school board election should not be subjugated to some politician's election strategy. That is base. It's below the dignity with which citizenship should be regarded.
It's the same thing in UK, conservatives are using their play book. Create immigration processing time problem and try to fix the problem during election time and everyone will sing kumbaya with Jason Kenny when he goes campaigning in minority neibourhood. UK......It's only gullible people that can't see what they are doing. This is one potential voter they gave ticked off!!
