Looking for the options to apply for PR

Hi All,
I hope you are doing well. I am having 9 years of experience in software development and in that 2 years in Toronto. I am looking forward to apply for the PR. I wrote the Celpip exam and got the score as R-9,L-8,W-7,S-6 and with the Canadian experience I am getting 418 CRS score. Since I am not eligible to apply through Express Entry because of Speaking score, could you please suggest me the possible options to apply for PR.

You should rewrite the language test (either CELPIP or IELTS) and achieve a higher score.

Education? Do you have a degree? Diploma? Something you can get an ECA assessed for additional points?
