There is no such thing as "smooth" immigration, so get that out of your head. This is the hardest thing you'll ever do - most people have taken huge career/financial risks to come to Canada to live here, study here, work here and often in lower positions, to quality for even a shot at PR often with agonizing wait times along every step of the journey.

If your wife's NOC is a physician then her degree must be evaluated through the Medical Council of Canada. If your NOC is a pharmacist then your degree must be assessed through PEBC. This is even if you have no plans of practicing. I don't know of any provinces that consider these NOCs since they are licensed professions. You will have to focus on Express Entry.

Hi Imran. I am also a pharmacist. If you are looking for a PNP opening, you should find work as a pharmacist or at least a pharmacist intern. This is not possible via WES. You need to go through PEBC. This is the only go through the process of pharmaceutical jobs.
In Canada pharmaceutical industry is covered by non-clinical staff

What PNPs are open to pharmacists since it is a licensed profession, and without a job offer.

Most of the PNPs are job offer based. So you need to license first or at least pass the PEBC to get any job offer then start the PNP.
Some provinces offer PNP without job offers to any profession like SK and Manitoba

Right but the OP is not in Canada and is not licensed. SINP/SK is not an option because pharmacist is on the ineligible list and Manitoba would require a job offer through recruitment drive, family in the province or previous work/education in the province. So the OP is limited without a job offer and being licensed.

You are right but this is the only way open now for pharmacists. There was a training program in Alberta for international pharmacists. I am not sure about its currency now. This program offers PGWP so pharmacists once they finish this program can get a job offer

Some pharmacists find teaching jobs for pharmacy techs and pharmacy assistants. Some with advanced degrees in pharmacy found openings in research work.

But PGWP is for students. So what is the only way - Express Entry? I believe that is the only option if not licensed or has a job offer.

Right but OP has to be invited through EE or PNP first. So OP needs to know if eligible.
Yes, you are right it is complicated. EE is a score-based process and PNP is job offer based.
The best scenario for a pharmacist. Start the PEBC until getting the eligibility to license. Then the eligibility letter will offer MSc degree CRS score in EE. If the candidate is able to pass the evaluating exam (sometimes provinces requires any part of the qualifying as well) an intern license can be offered in certain provinces.
Based on this intern license the candidate can either find a job or PNP application depending on the province
