PPR1 is usually a very lengthy mail giving much more details (even about the expected PPR2 and where you should submit the original passport and when) than the simple request you got. What you got in my opinion is not PPR1 but just a mere update maybe because his passport will soon expire like you said or it got missing in the files and that is why only your spouse was required to send it.
I am sure that what you got is not PPR1.

if this is the problem then GISG is right, it is not ur PPR1

The most recent communication from LVO is requesting my passport along with photographs for issuance of PR. The email includes a web link providing details for VFS London which I believe is your processing office.

I am a bit confused at the moment and I am not sure how to get my Pakistani passport delivered to LVO from Melbourne, Australia.. Do I need to send the passport via Courier to VFS offices in Sydney or Perth(Via VFS Sydney, Australia) and then they shall be able to forward it to VFS London ?
If no then how can I send my passport to VFS London from Melbourne ? ???

Have you got the medical received line in your eCAS before this additional X-Ray is requested? If you haven't that may possibly be because of some finding in your wife X-Ray. I will suggest you talk to the Hospital in charge to know what exactly is the problem. Just be optimistic and let's hope it would not be a big issues.

if it is written in ur ppr email that ur visa can only be issue at our visa office in london then u have to send ur passports to vfs london. One simple option is go to dhl or fedex and send ur passport, thats what i did:-)
