Of course PIA. Unless you are willing to get USA Transit visa and apply via American Airlines (partnered with Etihad Airways till JFK [KHI-AUH-JFK-YYZ])

Karachi to London - (Operated By Emirates / Etihad)
London to Toronto - (Operated by British Airways)

You can carry Max Luggage or I would suggest PIA - Direct , it will coast around Rs.86,000/- Per Passenger One Way
