Is it mandatory to have the passport with at least 1 year validity before submitting to Visa Office.

It is not , but its better to have validity for more than one year , to avail max limit of visa

your and mine timelines are almost same.... i have already received PPR1 Alhamdulilah.....

I did my Medical in start of July and got PPR in the end of July.....

I think you should have your PPR in this month......
