For Mandamus, the recommended time is 18 months after aor but you may apply after 12 months depending on case. You will need talk to a lawyer.

So far what I have seen, everyone is in security who has been waiting to hear back for a while, everything is completed except background check and had this update in tracker. We can only infer the inner workings of IRCC based on patterns.

I would get the PCC from the last address or permanent address. They can mention the period of stay whatever it is for that address. From what I remember, PCC won't have dates of stay. Btw, I believe only one PCC per country is required.

Unaccompanied would not have solved it. I know cases where unaccompanied spouse security is in progress and causing delay anyway. This simply means normally processing times don't apply to you. Those are just agent codes that are working on your case. Usually they redact this kind of information.
