I fail to understand one thing if CHCs around the world are doing the "Eligibility" checks (security/background checks are understandable) then whats the point of sending the application to CIO, Nova Scotia and getting the PER.

A very Good news and congrats. Hope you will be having celebrations and wonderful relaxing feeling. God bless you in future also. Yes your wife can submit passport and also she can receive them too. VFS, Islamabad, Lahore or Karachi is the best option. Vfs is fast, secure and swift. But DON'T SHE TELL THEM THAT HER HUSBAND IS OUT OF COUNTRY, because this might raise questions and inquiry.

That is my advise.
