We are a little stuck ...do I need to send 2 pictures of myself? Does he need to add me to the information chart in the spouse section or is it just himself?

I have received similar letter today (I am not a Canadian citizen but applied from the UK) and noted the following
"(Note that family members who are entitled to Canadian citizenship must travel on their Canadian passports"
I would suggest to send your photo and include your info in the appendix B but include a cover letter with a note that you are a canadian citizen and will travel with your canadian passport.
If you think sending your photo is a waste of money you could email your VO and ask him/her abt this.
