I would advise you to head for calgary. I have been hearing that life in Toronto has become more difficult because of the economical crisis they're facing in Ontario lately.
Still, Toronto has its positives as well as negatives versus calgary..
for e.g.: Toronto is a big versatile city, more immigrants thus easier to blend, but more free, a bit higher rents, better weather, more activities, nearer to america..etc
Calgary, less people, more conservative life style, colder weather, better job opportunities especially for doctors & engineers, less rent, more outdoors.. etc
You will have to choose what suits you more..
Also, I am more in favour of settling for once.. In my opinion: I think that if I have already made up my mind to settle in Canada & build a life there, that staying somewhere else is wasting time.. because I would be wasting valuable "building" time building somewhere else..
I know that might not suit everyone, but that's how I see it..
