They never specify what exactly they mean by background checks and I prefer not to propose any hypotheses because only people working at visa offices can decipher the exact meaning of this message. The only obvious thing is that this is a security issue because I am quebec skilled worker; the visa offices only conduct criminal and medical checks on us as all employment and education checks were done by Quebec immigration bureau before I applied to the visa office.

Note to Ketevan's case: On 30/07/12 passport request was issued by regular mail. On 08/08/12 an e-mail was received advising to ignore this PPR and wait for a new one, because additional background checks are needed that will take AT LEAST 1 month :o

Anyone heard anything from the LVO?

All we have so far is Ketevan's please wait while we do some more BGCs.

I am hoping that there is a load of good news this week from the LVO so good luck to all ;D

Background checks start after they received Medical. But When i sent them receipt of my Medical, The reply was as under

"Please note that your file is currently undergoing routine background checks. We currently unable to advise when the checks will be completed.

We will contact you as soon as the results of the background checks have been received.

Yours faithfully,"

The Question is VO did not receive my medical yet and they are telling me that my background check is going on.

Never try to guess what the LVO are upto as they are too unpredictable?

The most annoying thing about background checks is that they also depend on how fast external agencies reply to the visa office's request. I consulted a lawyer and she advised that one possible reason for the cancellation/postponing of my passport request is that my home government has not confirmed my non-criminality yet.
God knows what's going on there, but certainly I cannot blame the visa office for all of the delay. Only for part of it.

I am not visa officer and I cannot be 100% sure of what's going on there, but from my experience of corresponding with them, they call "background check" practically any work that they do on the file. Therefore, these so called background checks start whenever your file is opened and finish when your visa is ready to be issued. But they normally do not specify what exactly they do and when this will finish.
In my case, they spent 2 months from the time they opened the file until issuing my medicals. And when they received medicals they wrote "further BG checks are required". This "further" leads me to a speculative conclusion that during the 2 months preceding the MR they were also doing BG checks.
