This is my progress: no single change since 18th November 2016 when my medical passed, not even a change in "A background check is needed". My timeline is under my name on the left.

So yeah London office is pretty slow
 
There is a thread for london visa office family cases i guess LVO is overloded these days once those cases r finalized than they will send us PPRs.
 
few days ago I uploaded a new passport copy via cic web form. Just few minutes ago I received an acknowledgement email. In this email they advised that since my file is located at the Canadian visa office in London, I must also contact them. I was under the impression that the visa office would be Abu Dhabi since I live in Dubai.

You assumption is correct, however CIC no longer assigns the files based on your country of residence (at least not always). They also distribute them based on the workload of each.
