Actually if you move to Ireland before getting PPR then you MUST update your personal information. In this case address, phone number, etc through a Case Specific Enquiry (known as CSE, see link below*) or through MyCIC; I am not sure which one. This way CIC will understand that you moved houses and will update your visa office location.
When you send your passport I'd highly recommend sending it by a Royal Mail Special Delivery Guaranteed or equivalent, I think it costs about £6.45 for a next day delivery. It's safe and as the names suggested it is guaranteed. I am note sure if there is a Royal Mail service in Ireland but I am sure a similar service exists.
