So it's become pretty evident that PGWP-holders won't see the additional 600 points unless they get an LMIA.

Start by familiarizing yourself with what's required from your current employer for an LMIA:
This information comes directly from Employment and Social Development Canada (ESDC)

http://www.esdc.gc.ca/eng/jobs/foreign_workers/higher_skilled/permanent/index.shtml

Could someone please confirm if the information in the link below applies for Express Entry LMIAs?
http://www.esdc.gc.ca/eng/jobs/foreign_workers/variations.shtml

If the minimum advertising variations extend to EE LMIAs, and only if, some of you might catch a break:

"Digital Media Occupations
Description: The position is for one of the following occupations:

Software Engineers and Designers (NOC 2173)
Graphic Designers and Illustrators (NOC 5241)
The advertising variation is limited to Digital Entertainment Software Engineer (NOC 2173) and Digital Artist (NOC 5241) positions within the video gaming and digital animation/visual effects industries. These positions require highly-specialized skills and/or unique artistic talents in order to successfully complete projects.

Variation: No advertising or recruitment is required.

Applicability: British Columbia and Ontario"

*Does anyone know approximately how long it takes to process an LMIA?

Had a look at the LMIA application form. It's 11-pages long. Read through it. It actually doesn't look that daunting (Revenue Canada stuff aside):

http://www.servicecanada.gc.ca/eforms/forms/esdc-emp5593(2014-12-004)e.pdf

Hope this sheds some light on how to obtain an LMIA.

is it true to get a positive LMIA:

The employers need to show that they are paying the employee above median wage for the particular job and location.

for example:
I am a new grad i am getting $29 / hour for NOC 2173 in Ottawa, however the median for NOC 2173 is $43/ hour in Ottawa.
if this is true i would never get a positive LMIA

How are new graduates (working on PGWP) supposed to get LMIA because any entry level job is not gonna pay you at median.

so no positive LMIA, no 600 points.

Does this mean if some one get a job offer from Ontario as a Software Engineer he can get an LMIA easily?

Duhki:
It means that if your job falls under one of these NOCs, the employer doesn't have to advertise or recruit the position. Advertising can be a lengthy and nerve-wrecking process so you're basically skipping this step. You need to meet all the other requirements and mind you, only BC and Ontario have different advertising variations.

Malik:
I'll look into this. Hopefully, someone else might have the answer.

What are the other things employer has to perform? can you list them briefly?

Have a look at the links above. All the information you need is there. If I were you, I'd share these links with your employer as well.

Employers offering a wage that is below the prevailing wage rate will be considered as not meeting the labour market factor for the assessment of wages and therefore, will be issued a negative LMIA.

Employers must refer to the median wage published on Job Bank to determine the prevailing wage.

How is this even possible. How can i convince my employer to increase my pay 2 folds and go through all the advertising crap just so that I can be PR. He can very well hire some one from here. Especially for Skill level B job.

Out of 23000 Quota, I think 1000-2000 will be with positive LMIA. I do not know how they are gonna fill the rest.

I live in B.C., and the BC EE PNP is pretty straight forward. You and your employer can apply together and if successful receive priority processing.

I'm not familiar with the requirements for the other provinces and territories, but many people are looking into an EE PNP to sidestep some of the LMIA requirements.

You can't, so as most entry level people. that's why this is frustrating.

If LMIA approval number this year are to be about 3000 like normal years [1] the rest will be filled by PNP-nominated first, then those without LMIA. Mind you, this is before those with current LMO (200k+ LMO application were approved 2012)

[1] As stated in tele conference, 1200 LMIA approved last year showed a decline
