LMIA exemption?

Hi,
I would like to know that do Masters grdaute need LMIA for Manager job or they are only exempt from LMIA if they are working a professional job?
Any idea what NOCs are exempt from LMIA?

No one needs LMIA to get into the pool as long as passes one of FSW/FST/CEC requirements.

Everyone need LMIA/LMO to get the 600 points, no exception.

Ok. On another not, I've not lived in Ontario for a period of 1 year in past 2 years. How can I work around that? I really need to apply for Nomination since, getting LMIA is tough.
I've lived like for 9 months. Please, advise me.
