ESDC recently shared the processing time for the month of may. The maximum time frame is 44 days. But still a lot of people waiting from 3 months.
There aren't maximums. They are averages.

I just went to my Immigration consultant we had lmia application applied on feb 22 we didn't get a decision yet actually service Canada right now asking casualy every employer to bring back applications due to high unemployment coz of covid 19, very strange things they are not refusing applications and not approving, everything is on hold, don't know when they will start making decisions

Yes you are right but nothing is on hold they are doing the processing but it's too slow and I do agree Service Canada is asking whether you wanted to proceed or no if you don't have any laid off during pandemic then they are proceeding
What's your NOC
Did you applied in GTA ?
