If the candidate has or not a work permit, it doesn't matter. This is not relevant for the application. The LMIA will evaluate the market impact for the position requested and not if the candidate has an open work permit or whatever.
So, he can apply for a LMIA, but this has nothing to do with the position he is working at. Indeed, the employer should be looking for a Canadian employee to fulfill the position and apply only if he didn't find one.

Thanks everyone. I still can't believe it. I would love to go before Christmas but flights are so expensive plus it wouldn't be fare to the person I'm working for here in Germany so I think it's going to be January.

My company is going to help me find somewhere to live. I'm just waiting for them to send me the contract through.

This sounds a bit mad but no never been. I spent my whole life moving around and in different countries but I like what Canada can offer. So we are hoping this is the last move.

Can I ask what link of LMIA application form? where to send it? My boss got confused when she opened the esdc.gc.ca. She wanted to fill out the form, but she didn't know the process of LMIA. thanks in advance

what's the code no 6271? I couldn't find...
is it a low wage.. if so, are they ESDC ask for accommodation facilities to be provided by the employer? How ur employer tackled it
I am asking these things because all these apply to my case as it is a low wage position early childcare educator 4214.

Which case is it involved?

My husband's job title is retail supervisor(6211) in SK.

Its not target but targeted ad... Which means that you have to post ad on those sites which are related to the job title. In this case, any sites that are related to retail jobs like retail.ca
