you can link any application. you can create a new account with any email you don't have to be a sponsor or PA to link an application as long as you have all required details . No. My wife has a refused TRV/Study Permit application on the same account. I honestly cannot figure out then why it wasn't linking. I remember the last time when I had to submit some additional information like change of workplace etc. I got an email confirmation right away.
There is no PA or SPONSOR when linking application, anyone can link your application. The PA and sponsor for us both have accounts which are now locked out because it's not linking.

I feel like it will lock you out after a certain number of attempts with that particular application regardless of how many accounts are made.
