Truly, inside their hearts, Conservatives are die-hard protectionists. Small government, all white people, rich be privileged, Corporations are king are their mind set. The prairies the heartland of conservatism is their stronghold and they do not want to loose that pedigree. You can hence see the citizenship applications go on snail pace in regions west and north of Ontario. So that the new immigrants getting disgusted by the protectionism do not get to vote for liberals. But in Ontario, that ship has already sailed. Ontario, Nova Scotia are pro-liberal, so conservatives want to play nice there, actually extra nice like citizenship grants in months, to garner some marginal votes at least. The Quebec scenario is entirely different. Unless you're from Quebec, no matter which party you're from you're not going to win. So Quebec is also a part of their control strategy for them. So their nature, in itself, is not open to immigrants which is the opposite with the liberals.
