Section-specific LOE refers to, for example, writing a LOE referring to employment letter discrepancies, combining that LOE with employment documents into a single pdf and uploading it in the employment section.

In May 2015 my Work permit case was refused by CIC.

(1) Should I have to write LOE for this?
OR
(2) Providing UCI number in post ITA express entry form is enough?

(3) Can previous Work permit refusal effect my current case?

Please help!

My company's reference letters showing my designation details and it is not same as 2174 NOC job code title "WEB developer" actually the refrence letter is covering 60% as DBA (NOC 2172) and 40% as web developer (2174).

My reference letter shows job title as Database Administrator/DBA which is my designation and it was changed to Sr. Database Administartor and then Assistent Manager(IT) after recent promotion.

Since my appointment in the company I am performing both duties (DBA and Web developer) simultaneously.

Should I have to write LOE for this? and Can it effect my case?

Option 2.

(3) Can previous Work permit refusal effect my current case?

Unlikely to have any effect unless your WP refusal was on medical grounds or criminal inadmissibility.

1. After a careful review of your work permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act and Regulations. I am refusing your application.

2. You have not satisfied me that you would leave Canada by the end of the period authorized for your stay. In reaching this decision, I considered several factors, including:

 Purpose of visit

Please comment , are there (above) could effect my current case? and Should I have to write LOE for this?

Won't affect your PR application. No LOE required here, nothing to explain.

No LOE required. Job titles don't matter, job responsibilities do. If most of your job responsibilities match NOC 2174 and you've chosen that NOC for this work experience, nothing to worry about here.

Depends on what factors people need to explain that are not in the 'Personal checklist' generated at the 'Document Upload' stage.

Some people need to explain a lot (eg getting married or intending to get married, family members accompanying them to Canada, Travel History, Personal History factors, additional medical reports etc.), and some others need to explain almost nothing at all as it is covered in the rest of the documents they uploaded.

It varies from case to case. As long as you keep under the 4MB PDF limit it should be fine.
