Letter of English proficiency or IELTS.

I heard from a couple of people that even if you were not born in the US but you have a work experience and a college degree in the US, you can submit a letter explaining why you think you should granted the highest level of English proficiency. Did anyone here have that experience? Can you send me a copy or a sample of that letter so that I can actually write one?

yes, that is correct. the proficiency test is just a suggestion. if you have a degree from an US institution, as well as work experience, your english should be good enough to live in canada

if you do find a sample letter, please paste it here, I'm in the same situation!

The only thing I have heard about it is that immigration had problems believing some people and made them take the IELTS anyway but hey, it's worth a try. I have never seen a sample letter like that anywhere but if you are fluent in English, you will not have a problem writing your own letter

If you have graduated from your country of origion, and medium of instruction there has been English. you could wrte to CIC probably that il be considered.

According to http://www.cic.gc.ca/english/information/applications/guides/EG74.asp, 5.0 - 6.9 band will get you points for moderate.

I think a letter to explain your English proficiency is not difficult If you are just in moderate band of IELTS.

The advantage of IELTS is that you know your points before your application processing and you can figure out whether you are more or lower than the Pass Mark of 67.

I was nervous about IELTS before but I feel ok now after taking it with the 7 overall band. I think taking IELTS is better.
