There are different test versions at each session - logical outlook would be that color scheme likely determines which version you get. I doubt CIC want to randomly give out the various versions on the day or leave it to the testing officer to hand them out in the correct ratio.
 
It is interesting and a mystery why the diff. colors.
Letter color matching diff. versions of the citizenship test makes sense.
Especially since someone else who didn't need RQ got a different color than mine, for example.
 
I guess those who have their application refused will get a brownish letter
