They can't. They have to follow the rules (called Ministerial Instructions) they have set.mapletrunk said:Think about a draw with a minimum and maximum points. For example 400 to 599. This is to give chance the foreign applicants with high human capital points.
Ministerial instructions can change, as it is at the discretion of Immigration minister. And the guidelines are being given by CIC. This is why there is debate between lawyers about these ministerial instructions as these do not have to pass through parliament. So don't worry, these instructions are variable. CIC did mentions as such that in some draws they will select people with highest human capital scores; and for some they will separate CEC scores.mf4361 said:They can't. They can, however, make draws on a specific stream (CEC/FSW/FST)
Yes of course rules can change. We never know.EEKnowledge said:Ministerial instructions can change, as it is at the discretion of Immigration minister. And the guidelines are being given by CIC. For that quote about high human capital, I always understand that as draw results (of course can be manipulated by CIC) will become low enough so that those without job offer but high in capital score will get ITA, along with everyone (high and low score) with LMIA.
I won't count on a draw directly points to those without LMIA.
I think the numbers that they are drawing is very low .. it will either continue to be every week with a low number as 779 applicants being sent ITAs or after few weeks with bigger number..Hemi427 said:I reckon the next draw would be towards end of Feb or early on in March?? I don't think they will draw every week??
