Can anyone explain to me why so many of the people who got ITAs seem to be cooks?
Maybe canadians can't cook, so they give LMIAs right away.
Eating is still an essential part of life.

the next draw will be held in last week of February and candidates with the score of 450 and above will be issued an ITA

P.S THIS IS MY OPINION, NO SOURCE ! lol so dont panic !

public holiday government holiday and weekend are normal working day for CIC

Think about a draw with a minimum and maximum points. For example 400 to 599. This is to give chance the foreign applicants with high human capital points.

They can't. They have to follow the rules (called Ministerial Instructions) they have set.

They can, however, make draws on a specific stream (CEC/FSW/FST)

Ministerial instructions can change, as it is at the discretion of Immigration minister. And the guidelines are being given by CIC. This is why there is debate between lawyers about these ministerial instructions as these do not have to pass through parliament. So don't worry, these instructions are variable. CIC did mentions as such that in some draws they will select people with highest human capital scores; and for some they will separate CEC scores.

Yes of course rules can change. We never know.

For that quote about high human capital, I always understand that as draw results (of course can be manipulated by CIC) will become low enough so that those without job offer but high in capital score will get ITA, along with everyone (high and low score) with LMIA.

I won't count on a draw directly points to those without LMIA.

Yes! My guessing was almost right!

I guessed 823, second draw cut off was 818!

I can predict again for third draw. I guess it will be 751!

Trust me. Lol :P

I reckon the next draw would be towards end of Feb or early on in March?? I don't think they will draw every week??

I think the numbers that they are drawing is very low .. it will either continue to be every week with a low number as 779 applicants being sent ITAs or after few weeks with bigger number..

however on second thought, since they aren't very sure of the system, I believe it will continue to be every week with small draws...
