Thank you honeysweetie for your respond .
Well, I called CIC yesterday and that was the agent told me (but different agent probably will tells different thing) , They will return the money back after all, if the money is exceed the require amount.
In my mind yesterday : better more than less, because they won't start my application if it's less. Of course, the best is, if it's exactly what they ask

May be some other who applied after March 2015 (that's from what I read , when the $100 fee for open permit holder is in effect) can enlighten me?
Other than EI , I have other question , would be so thankful if somebody who has same experience answer this.
How do you count your 22 months ?
I work under 2 employment , 1st last for 7 months and 20 days and 2nd last for 14 months and 8 days (it was in Feb my 2nd work permit approved) , so can you sum it together to be 22 months?
Before I would like to wait a month or two to make sure I get my 22months but after my employer passed away I have no other choice but to send my PR/OWP before her son terminate the contract/ LMO.
I called CIC one agent told me yes , I can sum the days together and put it as 1 month , other agent said it depends on the officer handling my PR application.
Right now I am confuse, should I wait for OWP or start to apply for new LMIA with new employer ?
Any advice will be appreciate
