Leaving with a visitor record without seeing immigration

Hello, my friend received a visitor record when visiting me here in Canada unexpectedly. When she was going to her flight departing Canada, the airport staff was fairly unhelpful and didn’t seem to know what she was supposed to do. She went through security and customs as usual, only to find out that she was supposed to take a different route to present her visitor record. She would have missed her flight if she went back, which would have put her over the deadline for leaving Canada, so she decided to take the flight without presenting her paperwork.

Is she going to face repercussions for this? Is there any way to notify immigration that she left Canada?

She did not need to return her Visitor Record or confirm her departure with CBSA.

The observations/comments on her document specifically said that she was supposed to check in with immigration. Is that normal, and is it really not enforced ?

I had a visitor record like that as well prior to PR and had to report to CBSA to have it updated on the stamped date. Not all of the records have 'notes' included. Most of them just a date in which the record is good until. If she has already departed, she could try calling and/or emailing the CBSA including her UCI# (on the visitor record) and advise them of the day she left. She could, if they require proof, scan a copy of her boarding pass.

I am not sure how or if they enforce these notes, but if she is worried, then you can try the aforementioned steps to help alleviate that stress.

If she had an observation on her VR specifically stating that, then yes, she needed to check in. As said above, she can try contacting CBSA.
