Finally I mailed in app today with 1,098 days should be delivered next 2 days.

Anybody had any updates on Bill C-24?

any post june/july/2015 applicant will be subject to the new rule!
just dont leave canada for even a day for 4 years and u will be eligible to apply

To answer your question, a question I'm sure Mr. Pedant and the English speaking world understood just fine, she would not qualify under the old three year (1,095 day) rule, particularly if trying to use the physical presence requirement alone. Only if you think she'd meet some basic requirements for presence, would it be anything resembling a possible good idea in applying before C-24 residence requirements go into effect, fully understanding the risks of RQ are going to be higher.
