Deaaars,
I was sent cover letter to London visa office before 1 week that request to extend my processing time till 12th of December. that time is my Ielts exam but they reply me today:

Thank you for your enquiry.
Please be advised that when we send out letters requesting documents, we take into account the fact that it will take some time for the letters to reach their destinations. We believe the time frame given for applicants to submit the requested documents is reasonable and we are not inclined to extend the deadline. The applicant should endeavour to submit their documents within the time provided in our letter.
Please be aware that processing realities mean that we are not usually able to review applications immediately after the deadline for receipt of documents has passed. However, do keep in mind that when applications are finally brought before an officer for review, a decision will be taken based on only what has been received by this office at that time. The visa officer will then make a decision, based on the information and documents on your file, to approve your application, refuse it or call you in for an interview. To this end, we strongly encourage you to meet the deadlines we have set.
If you expect delays in obtaining police certificates, please explain this in a covering letter when submitting the other documents and submit the police certificates as soon as possible.

what this is mean???

it means your deadline will not be extended for any other document except police clearance certificate which is delayed due to some reasons and you have to write a cover letter for that.

you submit ielts as soon as possible and it is your luck that your new ielts have already reached them when visa officer opens your file but they will not extend your deadline for ielts. so hurry up and send new ielts as soon as possible and forget about deadline

Subject: Explanation Regarding IELTS Results / File

Dear Sir/Madam

I took the Ielts test on 25th September but unfortunately result did not come out what I expected. Listening 5 Reading 4.5 Writing 5.5 and Speaking 6.0 Overall Band score 5.5.
As per Ielts results its seems that I am still on the same level of English as before. But it is not true I am very much confident that I have done very well in ielts test but the results are not the same what I expected.
Therefore I apply for EOR Enquiry on Results it will take approximately six to eight weeks to get new results the result will provided to Canadian High commission upon arrival.
I apply for EOR because I have taken two months English language courses to improve my ability. Please find attached First certificate from E4u English 4 You its American English language center in makkah Saudi Arabia they have 1 to 8 levels for students when I want there they ask me to set for entry test after the test they suggested me to enroll in level 8.
After enrollment I started classes with them on 3th July 2010 till 17 August 2010 it was one in half hour class every day we where about six students. I was the one who was batter then other students in progress after one month the give us final test and I got A Grad as shown in the certificate and this center is Registered and Recognize by Ministry Education Saudi Arabia.
After this course I got admission in British Council Jeddah 18 August 2010 upon Placement test I was suggested to enroll in PI3 per Intermediate 3 but unfortunately there was no place in PI3 class was full.
I was in situation that what to do because I was very much interested to take classes in British Council. So I discuses with administration please help me to get enrolled in any class which improve my English language.
Luckily there was place in PI2 Pre Intermediate 2 and they told me we have class Pre intermediate 2 if you want to enroll in this class its batter for you because you will be more polished in language you need just some tips to improve your ability.
I enrolled in PI2 the course duration was 40 Hours it was very good experience with British Council.
Please find attached PI2 certificate and test results.
I am more confident and energetic then ever after taking these courses and I will continue my studies with British Council.
I am professional my then years experience in national and international companies I have very good prestige people knows me very well due to my hard working. My feeling is that if I had chance to immigrant to Canada I will prove myself that I am very important tool for Canada. I am thinking to make my own company in near future and built high quality houses for low income people who can buy them easily. There is lot of tips where you can build houses on low cost which I applied in many projects and my company gets lot of profit. This will take time to have own company but in construction its only the field where you can progress more in less time.
As you can see that my all education in English and in our office we have many different nationalities working with us and the common language use all the time is English our all meetings and documentation in English Arabic is only use when there is some government tenders or enquiries.
Therefore I am sending my ielts results and other require documents through British council.
I know the excuse seems unacceptable but I humbly request you to consider it as it has been my heartiest desire to settle in one of the greatest country in the world "Canada"

Hello friend,

Please make your letter brief and to the point. An immigration officer has got a dearth of time to read your letter especially when it is too big. However, if you are explaining how your previous studies can positively contribute towards the Canadian Economy CHC,London will read that definitely. Please ensure you make relevant paragraph, if your letter is big, due to paragraph it will look like small.
