I got a letter requesting my husband's finger prints and Canadian criminal record check and at the top of the letter it said "last letter before refusal". Does this mean they have already made a predetermination of refusing my husband's application for permanent residency? Is there any way to reverse the decision before its even been made? Should I have a lawyer address Paris immigration to find out what is going on? To this point I have been doing the application paperwork myself. Any advice would be greatly appreciated.
 
Well I think you should do as they ask. Have you had other letters requesting this or anything else that you have ignored?
 
Maybe just wrong wording on the letter then, but you have to send those things ASAP.

I thought that was kinda obvious. If I got a letter like that, I would be doing them right away and not wasting any time asking advice on a forum.

This almost certainly means that you've already received emails requesting this information previously and haven't answered them. IRCC is providing you with one more opportunity to respond. People sometimes miss these emails (accidentally delete them) or then end up in spam.

Hurry up and get this stuff submitted.

Agree with scylla. IRCC has sent you previous requests for this information that you have missed. You don't need a lawyer. You just need to get the info in ASAP. I suggest you send a Webform now acknowledging the request and explaining that you missed the previous requests and will be sending the documents as soon as you have them.

Edit: You can request GCMS notes and that should tell you about previous requests.

I also got letter stated that "Final Request" This is your final reminder, no further request will be sent, and if you failed to submit docs in 30 days we will take our decision based on your situation. or submit letter stating that why you are unable to provide documents within mentioned time frame.

They asked me 2 Docs

(1) Evidences To prove my relationship ( Even i sent while applied, Photos of marriage/ flight tkts, passport stamping,) They asked me again to submit all same docs

(2) CSQ a i have applied spousal sponsorship through QUEBEC, so its a (Certification of Selection for Quebec)

I have already applied for CSQ but Quebec has not yet issued CSQ and CIC is asking in 30 days,

Guys Pls help me what to do now.

Respond with the proofs and the proof of applying for the CSQ.
