Have you thought that the 3 hour layover may not be enough? Considering that you have to clear immigration at Toronto's Pearson, and that is one of Canada's busiest airport.

I would agree, 3 hours is not likely to be enough time to clear immigration - especially if another flights lands at the same time. I've done immigration when I first arrived here and I would say I was at least 30-40mins to get thro passport control then another hour or so to get my visa at immigration. If you then need to get to another flight (which maybe in a different terminal from what I recall) it would be cutting it close.

They should be able to place you on the next flight if you miss your flight. I am assuming there will be several flights out of Toronto to Regina on a daily basis. You might want to check that for sure!

No problem. They will put you in the next flight, if it is delayed in the immigration.

Immigration will be at first port of entry in Canada. Hence it will be in Toronto.

After completing the immigration formalities in Toronto, can we move out and later comeback to board the connecting flight to Regina / Saskatoon.

Will it cause any concern/problem.

Not sure what you expect to see as you are just in a large airport and not really enough time to go downtown even using the train.

Here's what I've read on this topic.

Its our choice where we complete the immigration formalities.
We can choose to stay at the airport and not cross the immigration counter if it is not our final destination.

As far as I know, if we have a connecting flight, we can simply wait in the designated waiting area without crossing the immigration counters.
Calling the airlines might also present a clearer picture.

Hope this helps :)

No, you have to deal with Toronto immigration as long as Toronto is your port of entry simply because Toronto-Regina flight will be considered a local flight and you will not go through immigration officers again.
Regarding the layover time, if the delay is from immigration the airline may ask you for fees to put you on another flight. It is the passenger responsibility to manage those expected delays.
