You should be fine landing in Toronto. I will be doing the same thing next month and we are moving to Halifax, NS. Since when we book a flight from Denver, CO to Halifax, NS we automatically have a layover and will go through customs in Toronto. That will be our landing location. I've spoken with a handful of people who have already done their landing and never had an issue with location of border and where they plan to live.

As said above you can land at the first POE into Canada regardless of which immigration program you applied under as long as you show for example if you were approved under BC PNP you have an onward ticket for BC to show intent to go to BC. Immigration are totally aware that it is not always possible to fly direct to that many destinations in Canada so expect people to transit the POEs available to them from their home country.
