Landing - PR Card application was not filled

We landed via the Detroit-Ambassador bridge. Our COPRs were signed,marked as landed PRs and attached to our passports. However our PR card application was refused to be filled as we were not landing permanently and going back to the US. The relative's address we had in hand was not accepted as address for landing. We were asked to land permanently and apply for the card inland. Is this an issue?
Also we were not asked to move to the Custom's section to get the B4 list stamped, and we were asked to bring the forms back when we landed permanently. Is that ok?
Any insight into this is most welcome. Thanks!

How long did you tell immigration you planned to stay in Canada ?

2 days..We told them we had to go back to our jobs for now,are looking for a job and will move in the next few months.

2 days is too short, when ladning in Canada you need to prove you are staying at least 4 weeks
