Eg., your destination is Edmonton but first landing is in Vancouver, then the landing procedure will be in Vancouver. So get a good layover in first port of entry to complete the procedure then and there. The address provided for PR card can be of anywhere in Canada.

If your Edmonton bound flight lands in Vancouver or Toronto first, you have to do the landing process in Vancouver or Toronto (where the flight first stops irrespective of your destination).
