In my case, I wont have an address in Canada until I actually move there for good (which won’t be the case when I do my soft landing).
Upon initial arrival, you can either provide a friends's address during your first landing to have the card delivered to them. But you'll still have to find a way to grab the card before arriving in Canada the second time.
If you don't have your card by then, you'll have to apply for a PRTD so that the airline/train/bus can let you board. Then at the Canadian port of entry, just show them your CoPR.
If none of these are possible to you, one last option is to enter Canada via land border by personal means (By car or foot) with the US. No PRTD involved, and just CoPR is enough.
