Hi,
My family and I completed our landing process last November 27 at the Coutts, Alberta POE. We drove for 10 days from Virginia and crossed the Sweetgrass, Montana US border, it was a long trip because we were stranded in Minnesota and North Dakota due to the winter storm.
Anyway, the landing process is pretty quick....
At the checkpoint, the border officer asked the following questions:
- Where do you live?
- What is your status in Canada?
- How many are you?
- Do you have firearms, ammunitions, pepper sprays, etc.?
- Are you carrying more than $10,000?
He then gave us a yellow paper and instructed as to pull over at the parking area and proceed to immigration.
Inside the CBSA office, there was no line at the immigration counter (it was 10:15 am). The officer at the immigration counter asked me to give him the yellow sheet given at the checkpoint and documents that I have with me (i.e., passport and COPR), asked if we are carrying more than $10,000 (I said no) and told us to sign the COPR. After signing, he told us to take a seat while he enters the information in the system. After about ten minutes, we were called to go back to the counter and he returned our documents. Before returning our passports, he asked if we will surrender our I-94 and I said yes. He gave us a sheet with information about the offpermanent residency and explained every item on the sheet, congratulated us for being permanent residents and told us to proceed to the traffic counter and submit our B-4 forms (he did not even ask about our proof of funds).
At the traffic counter, the officer asked for the yellow sheet, our passports, COPR and B-4 forms. I had 2 B-4 forms, one for accompanying goods and another one for goods to follow. The officer asked if I am importing our car and I said yes. She then asked if I have obtained clearance from the US border for the export of the car, and I replied, not yet….. she then instructed us to go back to the US border office.
At the US border, we were questioned by the officer, because our I-94 is no longer attached to our passports as we have surrendered them to the CBSA officer and our visa stamp in our passports are expired. I had to explain to her what happened, then she instructed us to proceed inside the border office. We waited for about 30 minutes as there was a long queue. At the counter, the officer noted that our visa stamp is expired so I presented to him our approval for extension of H-1B and H-4. Then he asked for original title of the vehicle. Our car is still under financing so I don’t have the original title but I have the ff. documents:
- Original copy of letter of permission from the financing company to transport the vehicle to Canada
- Original copy of letter of permission from the financing company to register the vehicle in Canada
- Certified screen shot copy of the vehicle record with signature of a DMV officer
- Photocopy of the title
Upon seeing the certified screen shot of the vehicle record, the officer stamped it and told me to show the document to CBSA and we’re good to go.
We went back to CBSA and again presented the following documents:
- Yellow sheet
- Passports and COPR
- B4 forms
The officer instructed me to fill-up the vehicle import form and present to him the original title of the vehicle. I told him that I do not have an original title because the car is still under financing but I have a photocopy and certified vehicle history. At first he refused, told me that he cannot accept those documents. But when I showed him the letter of permission from the financing company, he told me that it’s acceptable. I filled-up the vehicle import form, the officer stamped all the forms (vehicle import form and B-4 forms) and told me to pay the RIV fees online. There’s not much questions asked.

At 1:00 pm, we were done and continued with our trip to Calgary.

BZMOM, thanks for the great info.... I have some questions

how did the bank allow you to take the car to canada and continue paying the monthly without the bluebook in your name....My Chase bank has denied me....and im thinking maybe i need to sell the car here .... but after I read this here Im thinking I may be able to take it......please let me know

how much time did it take you to travel from virginia to calgary...3 days?? ...wow thats one hectic drive...

It was not very easy for me but I had no choice but to negotiate, otherwise, I had to pay about $9,000 for the deficiency (outstanding loan less the resale value of the car). It was a 2009 model which I purchased brand new.

The financing bank allowed me to bring the car to Canada provided I comply with the following requirements:
- proof of insurance coverage in the US and Canada. State Farm Insurance covers US and Canada so I got the insurance from them.
- must have paid at least 12 months amortization
- no incidence of past due amortization
- automatic payment arrangement. I maintained my US bank account so the monthly amortization payments can be deducted from the account.

The other documents needed to export/import the financed car from/to US/Canada are in these websites: www.ucanimport.com and www.riv.ca/importingavehicle.aspx

I submitted a request for transportation letter/permission to transport the car to Canada. Upon submission of the requirements, the bank issued the permission. Later, I found out from the RIV website that I also need a photocopy of the vehicle title. Since the car has a lien, the Virginia DMV will not accommodate any request for a copy of the title unless the request is made by the financing company, but they will issue a certified vehicle history (which is the document required by US border provided it is signed by a DMV officer). Again, I had to submit another request to the bank, this time for a photocopy of the vehicle title, which the bank accommodated as well and they even attached a letter specifically allowing registration of vehicle in Canada on the condition that the lien remains intact. We travelled 10 days due to the snow storm in the MidWest area. It would have been a shorter travel if we did it in summer or spring. Let me know if you need more info.

Is it proper for CBSA to refuse to allow you to import a vehicle because you haven't complied with U.S. export policy? Enforcement of this seems kind of random.

Do you have a separate insurance policy for the U.S. and canada or is it covered under one policy? Is it some kind of special policy for this situation?

It is not actually a refusal. It was more of a reminder/warning that I might get in trouble in the future if I will not comply with the US export requirements.

It is covered under one policy, with an endorsement as to the policy territory. If you inquire with State Farm or any other insurance company with offices in Canada, they know what to do.
