I would like to know the average time required (for a new immigrant family )at the airport for the formalities to be completed before we are allowed to leave the airport. specially the papers to be submitted/ signed by new immigrants.

I just wanna have a rough idea so that may arrange transportation lodging accordingly.

Also I would like to know if the airport authorities would have any objection if I bring my dry ration like rice/ pulses etc weighing about 50 Kg for my personal use during a course of one month. it will help in my struggle for survival.

1) Hard to say... Depends if you need to line up before you can speak to a officer.
2) In the past, I brought oatmeal from China with no problems. But, if you want a definite answer, contact Canadian Food Inspection Agency:

I just wanna have a rough time frame so that i may plan accordingly. I am sure things will be much better here in canada compared to india when it comes to airport facilities but still waiting can be a pain in the neck especially when you have kids of 2 and 4yrs and they have had a non stop journey of around 14 hours.

I am looking forward to replies from those who have already landed in the recent past.

My fiancé took about 20 minutes, my brother in law waited about 1.5hrs because there were a lot of people doing their landing from the same flight.

We were done in less than 30 minutes. If you ask me, bringing rice would be too much-- it's roughly CAD 5 per kilo of rice in Toronto.
 
CAD 5 per kilo of rice in Toronto is ok but why i plan to bring rice is because i believe in the age old adage " A Penny saved is A penny earned". Since the earnings are going to be less than the spendings in the first few months,thanks to the survival jobs plus the taxes, i intend to save whatever i can ......

Won't argue with that-- if you're baggage limit can accommodate that, then by all means, go for it! :)

He better hope that CFIA doesn't find any evidence of bugs, if they do, he will lose the whole amount.
