Land border crossing visa pickup times

Can visas be picked up at a land crossing at any time? The website says borders are open 24/7 (obviously), but I'm not sure if there are 'visa offices' at the border that closer earlier or not.

I ended up going to queenston lewiston (around 11:30PM). It was empty and everything went fast.
