Hi,

below are Korea PCC requirements from IRCC website (

https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/korea-south.html):

If you’re a Korean national
You must apply for a criminal (investigation) records check report (범죄· 수사경력 회보서) where the “scope of reference” indicates “For permission of foreign country immigration and stay” (외국 입국 체류 허가용).

The report can be obtained in person at any police station in South Korea or online. A passport or South Korean identification card is required. There is no fee and the certificate is normally issued immediately.

If you’re a foreign national
If you are foreign national who has lived in South Korea for 6 consecutive months or longer since the age of 18, you must apply for a background check (criminal records) certificate (신원조사(범죄경력)증명서).

You can get the certificate in-person at

any police station in South Korea with a foreign affairs division
your nearest South Korean embassy or consulate
A passport and photo are required. There is no fee and the certificate may take up to 1 week to be issued.

However, as of February 13, 2024 "background check (criminal records) certificate (신원조사(범죄경력)증명서)" has changed to "criminal (investigation) records check report (범죄· 수사경력 회보서)" according to various embassy links which are in Korean:

relevant part translated in google translate:

In accordance with the revision of the “National Police Agency and its affiliated organizations,” etc. (implemented on October 30, 2023), the name of the certificate issued from February 13, 2024 was changed from “Crime Investigation (Criminal History) Certificate” to “Crime/Investigation History Report” ( Please note that the name of the form has been changed (the content is the same) and the related form is attached.

Foreigners can't get "background check (criminal records) certificate (신원조사(범죄경력)증명서)" that IRCC website mentions anymore, we can only get report named "criminal (investigation) records check report (범죄· 수사경력 회보서)" that is required from Korean citizens.

So how can we apply with this change?

Will docs not be returned due to name discrepancy in IRCC website and the one we get from Korea?

nope, still struggling to find an answer
Have you submitted your application? I submitted my application almost three weeks ago and now waiting for biometrics and medical instruction before I came across your post…

This new update seems like it might pose some problems for some unfortunate people with overzealous visa officers. Might referencing the renaming of the document with official sources and a letter of explanation make the application go hitch free?

I wish I knew an answer, but I am not sure what is the best course of action at this point. The are no official instructions how to handle such cases as far as I know. I guess that providing some explanation is better because of the current situation.

So my AOR is May 30th and I received my Biometrics and Medical Instruction Letters two weeks ago and have passed both.

I called IRCC today to find out the status of my application and they said Criminality is Passed, so I guess the current format of the Korean PCC wasn’t a problem after all. I’m guessing It wouldn’t be passed if they had an issue with the Police Clearance .

Note that I didn’t write any letter of explanation regarding the name discrepancies of the PCC.

thanks for following up, could you tell what is written on your Korean PCC that you submitted?

is it background check (criminal records) certificate (신원조사(범죄경력)증명서) or criminal (investigation) records check report (범죄· 수사경력 회보서)
