Hi Mrs. Brown, I am from the POS thread; however, our VO's operate pretty similar....SLOW!!! My husband and I filed our application on Feb. 7, 2013 and we just received an AOR from POS on Sept. 10th. Some folks never get them but their files are still being worked on. It is a bit hit and miss for both our offices.
With regard to your friend's question - although her step-son may be "non-accompanying" right now, she and her husband
must include him on the application with all of his documentation now (passport, medical, photos etc.). The reasons are that if the son ever wants to be sponsored in the future whether he is 4 years old or 40 years old, if he is not declared and included now he would never be able to be sponsored in the future. CIC requires this for future eligibility to enter Canada.
Secondly, if the son's info. is not submitted with the application it will be considered "incomplete" and returned to your friend delaying the process much longer than 3 weeks. I was in this situation with my husband and step-children and we had to get all of their passports issued, national identity docs., photos, medicals completed to send with the application. I also recommend paying all of the fees up front where possible as that will also increase the processing time if CIC has to come back with that request. Hope this helps. Blessings,
