Background checks are different from a police record. Background checks look into almost everything, activities involving espionage, terrorism, places you've traveled, etc. If you're interested in learning more about it, go to the CSIS website as it will provide more detail. Though the the police record is submitted to CIC, they would still check back to the originator to verify that the certificate is authentic and matches JA national security/police records.
It's like providing references to a job, the potential employer will still check back to the source to ensure your reference letter, certificates, degrees are authentic.
