A file does not sit unopened at KG for 3 months. Processing time begins when the file is received at the office, so KG's 16 months starts when the files are transferred from CPP-Ottawa.
My file was transferred on May 10. On May 25, I received an update in eCAS that the file was received. As per my GCMS notes, it was received on May 19, and the officer uploaded and created the electronic file on May 25. So action on the file begins within the first 2 weeks of its receipt.
On June 6, we submitted additional information. This was noted on the file on Aug 8. In between then, on Jul 14, another officer made preliminary notes about the evidence submitted, how we met and how much time we had spent together. The file was transferred to another officer after those notes were inserted, then that first officer took back the file and noted the additional documents we submitted.
As you can see, there is activity taking place as soon as the file is received. From August to December, there were no further notes. In January near the month-end, notes were made that my medical was now expired and a new medical and PCC were required to finalize the case. I received the letter to re-do both in Feb.
Do not discourage yourselves by believing that your file is sitting down gathering dust. It is easy to get into that frame of mind simply because time is passing and you don't know what is happening. Instead, each day is another day closer to the end process you do dearly want to get to: the PPR call and the issuing of the visa. It will happen, but it will take time, and there are more like us out there, waiting for their reunions too.
