yes, it's normal. In this case you are not ip 1, you are NA2, almost near the ppr. Your case is slightly different since most people got NA first and then "we are processing your background check..." You might have got your background check done already.

One more clarification:

Currently I am in Canada and worked in India.

I claimed both work Canada and India experience for CEC application. will my application go to India VO for verification?

AOR: 20th June, 2017 under CEC
PPR: 11th Oct, 2017
Passport sent: 12th Oct, 2017.

yes, it's normal. In this case you are not ip 1, you are NA2, almost near the ppr. Your case is slightly different since most people got NA first and then "we are processing your background check..." You might have got your background check done already.
