Nobody knows these timescales for sure, different people seem to have to wait differing lengths of time.
However, the procedure is:
1) CIC - Completeness check (ensure you have included all forms, all documents and no blanks etc)
2) CIC - Charge card/cash banker's draft
3) CIC - Eligibility review (calculating your points for 67+ points, checking job duties etc). If ok they send application to Visa office (VO) and send you an AOR
4) VO - Background checks
5) VO - Request medicals
6) VO - Request passports
7) You receive VISA form VO
8) You fly to Canada to complete your Record of Landing (must be within 1 year of taking medicals)
9) You get your PR cards sent to you
So you are not completely "safe" until you complete your Record of Landing, and even then there can be delays if there are any problems with your photographs. However realistically there is not much that can go wrong once they request your passports.
But certainly you are not safe even from CIC checks if you have your card charged, since you can still fail the eligibility review.
