You are supposed to be taking the Oath in Canada. Since most of the ceremonies are now virtual, it's hard to see how they can enforce that rule. Nonetheless, there are extremely rare cases where someone can take the Oath overseas but that is in unconventional situations like discretionary grants. Your friend most likely declared that he is in Canada during the Oath ceremony when he was not.

Yes, I’m still waiting. Took the test in mid-Feb. other than the test, everything else is still “in progress” in the status tracker.
I completed online test on 20 th January 2023. My tracker not updated with the test. Test still shows in progress. I have followed all the steps during the registration.

I had the exact same scenario and completed the test on January 20th as well.
I emailed them a week after and they told me that it’s completed on their end but the tracker is not updated.
In my case, my test was marked completed on the tracker when they did complete my language, physical days, and prohibitions on February 13th.
Odds are, your test is completed is already on their end and it will be reflected on the tracker when they complete the rest. Yours should be soon since I did the test on Jan 20th as well and got everything completed on Feb 13th.

Contact IRCC. It says on the website that in most cases the ceremony is to be expected in 3-6 months after the test. You will be hitting that 6th month pretty soon. Try getting in touch with your MP as well.
Received the oath email today at 2:37 PM. It will be in-person at Service Canada - Mississauga location.
Thank you. Not as fast as some paper applicants but it's definitely an online application fast and definitely a speed that I am very much grateful for.
