I am pretty sure it wasn't. Applicants with urgent processing get their AOR within a month or even less. That's regular processing.

The norm for returning applications is 2 months. But, I have seen one case where the application was sent on June 9th and returned on August 24th (2 months and half). It's definitely way less likely now that they return June applications especially beginning of June ones but it's not impossible.
