I am in a similar boat and trying to make sense of where I might be. When you say deemed complete - what would that mean? All checks done or just all documents are submitted by applicant?

Mine says - waiting to be reviewed by officer. No idea where I stand in the process. June 4 AOR

PNP , But their medical passed after 60 days. Reason for 258 days lag.
Normally medical passed after 30 to 40 days.
