Thanks you @tobs, only if you know what those words of yours did to me. I actually cc Ottawa in my first email to NDVO on Wednesday and I have just sent Ottawa another email as per the response from Agent 4145. It looks like an unending loop, thank God I didn't even inform my spouse about the PPR, at least I will suffer this alone :)
Another idea i have is.
If by Tuesday you've not heard anything from Ottawa; email Accra with a copy of the PPR mail you received from NDVO and tell them you're unnable to submit your Passports bla bla and you need a new PPR issued.
They always sort out this location stuff so I know it'll be alright.

This is another line of action that could be taken, let's wait and see. I will definitely provide a feedback once I receive one.

Its taking too long already. I assume your file hasn't been touched since a RR was placed on it. Is tjer any oyher supporting document you can provide? Maybe a mail trail where the employer refused to provide experience letter on the letter head? Alongside a letter of explanation of why you had to get the experience letter from other means.
I hope you still submitted an experience letter even if it wasn't on a letter headed paper.

yes we submitted the mail trail too and we also got a job letter with NOC from his manager with his business card attached.
 
For job duties you can take from his boss or colleague and get notorized.

Some of my friends shared the experience and job duties from their colleagues and got PPR

yes we got letter from his boss. but i think the case analyst had issues with choice of NOC - that's what my assumption is. we are afraid sending in more docs without request will do more harm than good!! so we are just patiently waiting because we really dont have a choice!
