I think CSE might be handled by agents in Canada because I am sure about my application being in New Delhi . Even GCMS notes confirm the same .

They usually state the VO if it's outside Canada. That's why it looks strange.

@pursuit_of_happiness, maybe d next time you raised a CSE, after asking about your application status, you can also request for your visa office to confirm.
If not that i am a gentleman and he is my buddy, he deserved to be taken back to profile created but ITA not yet received.
